Activities

Academic background :

Franck GALLAND is currently considered as one of the best French experts on security issues related to water resources:
- Associate researcher at the Foundation for Strategic Research (since 2008).
- Author of "Le Grand Jeu: Chroniques géopolitiques de l'eau", published by CNRS Editions (2014); of "Eau & conflictualités", published by Choiseul Editions (2012); of "L'Eau: géopolitique, enjeux, stratégies", published by CNRS Editions (2008).
- Writer of some fifty articles and studies for defence and security journals and collective reports (see: https://www.frstrategie.org/frs/chercheurs/franck-galland)
- Member of the College of Experts of the French High Committee for Civil Defence (since 2008), and co-opted within (Re)sources (since 2015).
- From 2015 to 2017, representative of France, appointed by the Minister of Foreign Affairs, in the Global High Level Panel for Water & Peace, a diplomatic initiative launched by the Swiss government.
- Regular lecturer in French and foreign defence and security institutes (RUSI, CIISS).

Professional background :

Between 1997 and 2001, as Operations Director at Miallot & Associés (Mazars & Guérard group), a firm specialising in international risk management, Franck GALLAND accompanied major French groups, including Lyonnaise des Eaux, on emerging markets.

Between 2001 and 2004, Franck GALLAND was a risk manager with the development director of Ondeo Services (international activities of Suez-Lyonnaise des Eaux).

Between 2004 and 2010, Franck GALLAND was Director of Safety at Suez Environnement and Advisor to the President for Mediterranean Affairs.

At the end of 2010, after nine years with the Suez group, Franck GALLAND decided to devote the rest of his career to an entrepreneurial project. He thus created Environmental Emergency & Security Services, a consulting engineering firm specializing in urban resilience, which aims to support local authorities and operators of critical infrastructures (water, sanitation and hydropower) in their efforts to anticipate and manage major crises caused by natural disasters (floods, storms), industrial accidents or malicious acts (see http://envemergency.com).

In his previous and current functions, Franck GALLAND has personally carried out risk assessments in about forty countries on critical hydraulic infrastructures; dealing with issues of installation safety, business continuity and crisis management in operations.

For his commitments in the professional and academic world, Franck GALLAND was made a Knight, then an Officer in the National Order of Merit, as well as a Knight in the Order of Academic Palms.

Extra-professional career :

Officer in operational reserve since the end of his national service, currently at the rank of Lieutenant-Colonel, Franck GALLAND is assigned as a water expert to the Centre d'Expertises Techniques de l'Infrastructure de Défense (CETID).

He holds the Cross of Military Valour, the Volunteer Servicemen Cross, the Combatant's Cross as well as other French and foreign military decorations, including the Voluntary Military Services Medal (gold echelon, awarded on an exceptional basis).
