MOUSSA OUMAROU

Activities

Moussa OUMAROU is today Deputy Director of the International Labour Office.

After his secondary education in his own country, he continued his studies in France, successively at the Bethune University Institute of Technology, the Ecole Normale Nationale de Lyon and the Ecole Normale Supérieure de Cachan where he was awarded the title of Inspector of Technical Education. He also attended the courses of the African Centre for Management and Executive Development (CAMPC) in Abidjan as well as the International Labour Organization (ILO) Management and Leadership Programme (MLDP).

He has held several positions in teaching and public administration in Niger, which led him to assume several responsibilities including that of Secretary General of the Ministry of National Education.

In 1997 he was appointed Minister of the Civil Service, Labour and Employment in Niger. He has been a member of several technical or ministerial committees, including: the Expert Group on Vocational Education of the Conference of Ministers of Education of Francophone Countries (CONFEMEN), the Public Policy Analysis Network, the Inter-Ministerial Committee in charge of economic reforms, the Inter-Ministerial Steering Committee for the Restructuring and Privatisation Programme of Public Enterprises, the Inter-Ministerial Committee in charge of the integration of ex-combatants of the Armed Rebellion, the Inter-Ministerial Committee in charge of negotiating with the social partners, etc. He has also been a member of the Committee of Experts on Vocational Education of the Conference of Ministers of Education of Francophone Countries (CONFEMEN), the Inter-Ministerial Committee on the Integration of the Ex-combatants of the Armed Rebellion, the Inter-Ministerial Committee in charge of negotiating with the social partners.

In January 2010, he was appointed Director of the Department of Professional Relations and Employment and since February 2013, he has been Director of the Department of Governance and Tripartism, which is responsible for labour law, social dialogue, fundamental principles and rights at work, labour administration and inspection, occupational safety and health and the Better Work programme for compliance of companies in the textile and clothing sectors.
